New Delhi, Aug 13: The Telecom Regulatory Authority of India (TRAI) has unveiled a new Manual for Rating of Properties for Digital Connectivity, marking the first standardized approach in the nation to assess how well buildings are equipped for high-speed and reliable digital access.
Given that over 80% of mobile data is consumed indoors, and the signals from 4G and 5G networks can be compromised by modern construction materials, having strong in-building networks is crucial for work, education, healthcare, and everyday digital services.
Poor indoor connectivity can significantly impact user experience and the overall quality of service.
Anil Kumar Lahoti, Chairman of TRAI, stated, “In the 21st century, digital connectivity is not a luxury—it is essential infrastructure, akin to electricity or water. It drives growth, innovation, and opportunities. This framework is a pivotal move towards ensuring that every building in India aligns with the Digital India vision, allowing more citizens to engage fully in our connected economy and fostering inclusive national development.”
The manual, developed under the Rating of Properties for Digital Connectivity Regulations, 2024, provides a consistent assessment methodology for Digital Connectivity Rating Agencies (DCRAs) and serves as a guide for Property Managers (PMs) and Service Providers to design, implement, and sustain future-ready Digital Connectivity Infrastructure (DCI).
It outlines clear and standardized criteria for property ratings, which include aspects like fibre readiness, in-building mobile coverage, Wi-Fi availability, broadband speeds, and overall user experience, enabling buyers, tenants, and businesses to make informed choices based on actual digital connectivity performance.
Additionally, it promotes the integration of robust digital infrastructure from the design and construction phases by developers.
India has experienced rapid digital transformation over the last decade, altering how citizens work, learn, access healthcare, and interact with public services. Reliable digital infrastructure is now fundamental to economic growth, innovation, and social welfare. With the majority of data usage occurring indoors, ensuring strong in-building digital connectivity is essential.
To tackle this issue, TRAI announced the Rating of Properties for Digital Connectivity Regulations, 2024 on October 25, 2024, establishing a standardized and collaborative framework for evaluating DCI.
